　　高校評(píng)價(jià)對(duì)高校健康發(fā)展具有不可替代的重要意義。對(duì)高校進(jìn)行評(píng)價(jià)或排行是促進(jìn)高校發(fā)展的一種手段，各國(guó)都在廣泛采用。目前的評(píng)價(jià)與排行大都是依據(jù)高校既有存量進(jìn)行的絕對(duì)評(píng)價(jià)，重視高校投入或產(chǎn)出的絕對(duì)產(chǎn)量。這樣的評(píng)價(jià)已開(kāi)展了很長(zhǎng)時(shí)間，并且也會(huì)在很長(zhǎng)時(shí)期內(nèi)繼續(xù)發(fā)揮其推動(dòng)高校提高辦學(xué)實(shí)力的作用。但絕對(duì)評(píng)價(jià)的缺陷是非常明顯的，它不關(guān)注高校發(fā)展的條件和發(fā)展效益。高校績(jī)效評(píng)價(jià)則是依據(jù)產(chǎn)出與投入之比對(duì)高校進(jìn)行的相對(duì)評(píng)價(jià)。對(duì)72所教育部直屬高校進(jìn)行績(jī)效評(píng)價(jià)的研究表明，絕對(duì)評(píng)價(jià)得分高的學(xué)校，績(jī)效評(píng)價(jià)不一定高，絕對(duì)評(píng)價(jià)得分低的學(xué)校，績(jī)效評(píng)價(jià)不一定低。績(jī)效評(píng)價(jià)對(duì)豐富高校評(píng)價(jià)內(nèi)容和方式、合理配置高校資源有重大意義。

[b]    1 絕對(duì)評(píng)價(jià)容易導(dǎo)致一些負(fù)面影響[/b]
　　目前的各種高校評(píng)價(jià)及排行是以高校投入或產(chǎn)出的絕對(duì)產(chǎn)量（既有存量）為標(biāo)準(zhǔn)進(jìn)行的絕對(duì)評(píng)價(jià)，即絕對(duì)產(chǎn)量越多，評(píng)價(jià)越高，因而存在兩種偏向：
　　一是偏向以絕對(duì)量為評(píng)價(jià)標(biāo)準(zhǔn)。絕對(duì)評(píng)價(jià)將擁有不同投入和發(fā)展條件的高校放在絕對(duì)結(jié)果這個(gè)同一標(biāo)準(zhǔn)上進(jìn)行評(píng)價(jià)與比較，雖然可以觀(guān)察到每所高校絕對(duì)生產(chǎn)值的變化，卻難以反映高校投入-產(chǎn)出間的效益變化，不能充分體現(xiàn)高校的資源利用狀況，也有失公平。
　　二是偏向?qū)^對(duì)量進(jìn)行累加。絕對(duì)評(píng)價(jià)也關(guān)注高校的投入和產(chǎn)出，但卻是以“投入絕對(duì)量+產(chǎn)出絕對(duì)量”的累加方式來(lái)評(píng)價(jià)高校的發(fā)展，那些因歷史、政策、時(shí)間等客觀(guān)要素形成的高校資源積累會(huì)在評(píng)價(jià)中發(fā)揮重要作用，而高校主動(dòng)尋求發(fā)展的努力程度和進(jìn)步則難以得到反映。
　　由于這樣的偏向，絕對(duì)評(píng)價(jià)把獲得發(fā)展資源極不相同的高校放置在相同的絕對(duì)產(chǎn)量標(biāo)準(zhǔn)上進(jìn)行評(píng)價(jià)，使那些獲得資源較少的高校即使努力程度較大也無(wú)法以絕對(duì)產(chǎn)量的大幅提升獲得高評(píng)價(jià)，其結(jié)果很容易導(dǎo)致一些負(fù)面影響：
　　第一，形成評(píng)價(jià)的“馬太效應(yīng)”。產(chǎn)出絕對(duì)量增加慢，絕對(duì)評(píng)價(jià)越低，獲得資源的條件越弱；獲得資源的條件越弱，產(chǎn)出絕對(duì)量增加越慢，絕對(duì)評(píng)價(jià)越低。這不僅不能充分體現(xiàn)高校辦學(xué)資源的“邊際效應(yīng)”，而且還會(huì)損害高校的辦學(xué)積極性。
　　第二，加重資源的“自然獲得”。長(zhǎng)期以來(lái)，我國(guó)高校財(cái)政資源的配置受建校歷史、認(rèn)定性重點(diǎn)、地區(qū)發(fā)展需要以及現(xiàn)有發(fā)展實(shí)力等自然性因素影響很大，高校的資源獲得并未進(jìn)入完全競(jìng)爭(zhēng)狀態(tài)。絕對(duì)評(píng)價(jià)支持并加重了資源自然獲得的慣性，絕對(duì)評(píng)價(jià)低的學(xué)校很難獲得國(guó)家資源的有力配置，將陷入更為艱難的辦學(xué)境地。
　　第三，強(qiáng)化高校的“利益聚集”。有學(xué)者曾指出，在評(píng)估那些得到公共力量支持的實(shí)體時(shí)，會(huì)盤(pán)根錯(cuò)節(jié)地牽扯到政策的形成過(guò)程以及相關(guān)的利益群體。事實(shí)正是如此，作為高等教育的主要承擔(dān)者，我國(guó)公立高校以及一些重點(diǎn)高校也得到了公共權(quán)力的絕對(duì)支持，并進(jìn)而借助相關(guān)利益群體及其所附著的政治力量來(lái)影響決策并獲得政策傾斜。絕對(duì)評(píng)價(jià)強(qiáng)化了高校的“利益聚集”，絕對(duì)評(píng)價(jià)高的學(xué)校更容易聚集和壯大利益群體，并借此獲得更多的政策支持和社會(huì)資源。
　　高?？?jī)效評(píng)價(jià)可以為所有高校提供一個(gè)顯示投入條件、資源利用的發(fā)展效益平臺(tái)，充分發(fā)揮評(píng)價(jià)的發(fā)展性功能，為政府、高校和社會(huì)了解高校的發(fā)展效益提供服務(wù)。
[b]　　2 績(jī)效評(píng)價(jià)可滿(mǎn)足政府和高校需要[/b]
　　絕對(duì)評(píng)價(jià)的不足使其較難滿(mǎn)足以下兩種需要，但高?？?jī)效評(píng)價(jià)則可以從中發(fā)揮作用。
　　1．滿(mǎn)足政府實(shí)施高?？?jī)效撥款的需要。
　　政府有限的但仍然在逐年增加的財(cái)政撥款究竟發(fā)揮了多大作用？如何促使國(guó)撥資源配置向發(fā)展效益好的學(xué)校傾斜？如何為政府實(shí)施績(jī)效撥款提供依據(jù)？高?？?jī)效評(píng)價(jià)能夠?yàn)檎鉀Q這些問(wèn)題提供有益的信息和數(shù)據(jù)支撐。
　　2．滿(mǎn)足高校了解辦學(xué)資源利用情況的需要。
　　高?；虺鲇谌狈?duì)資金支出績(jī)效的認(rèn)識(shí)，或出于追求近期發(fā)展效果的目的，在辦學(xué)過(guò)程中存在忽視資源利用效益的現(xiàn)象。而高校的資金利用效益狀況必然波及到人力、物力配置的有效程度以及高校的發(fā)展。績(jī)效評(píng)價(jià)可以反映高校的資源利用情況，為高校調(diào)整與配置辦學(xué)資源提供參考。
    [b]3 績(jī)效評(píng)價(jià)的基本思想與方法[/b]
　　（一）基本思想
　　目前的高校評(píng)價(jià)大都以絕對(duì)產(chǎn)量為評(píng)價(jià)標(biāo)準(zhǔn)，是終結(jié)性或結(jié)果性評(píng)價(jià)，而高校績(jī)效評(píng)價(jià)則以高校利用辦學(xué)資源實(shí)現(xiàn)其職能的效益為評(píng)價(jià)標(biāo)準(zhǔn)，是形成性評(píng)價(jià)與終結(jié)性評(píng)價(jià)、分析性評(píng)價(jià)與整體性評(píng)價(jià)的整合。其基本思想是基于投入-產(chǎn)出理論，從高校資源利用效益方面評(píng)價(jià)高校的績(jī)效。
　　高?？?jī)效評(píng)價(jià)充分考慮到促使高校絕對(duì)產(chǎn)量變化的條件，力求透過(guò)投入差異看產(chǎn)出結(jié)果的不同，將評(píng)價(jià)著眼于投入-產(chǎn)出的效益之上，淡化既有存量對(duì)評(píng)價(jià)結(jié)果的影響，集中反映高校在資源利用上的主觀(guān)努力和效果。
　　高?？?jī)效評(píng)價(jià)的主要特點(diǎn)有：第一，高?？?jī)效評(píng)價(jià)是在投入絕對(duì)量和產(chǎn)出絕對(duì)量間進(jìn)行效益值的轉(zhuǎn)化，淡化了絕對(duì)存量的評(píng)價(jià)分量，重視被評(píng)對(duì)象取得產(chǎn)出絕對(duì)量時(shí)所獲得的發(fā)展條件差異性，因而具有相對(duì)公平性。第二，高?？?jī)效評(píng)價(jià)是對(duì)高校一定時(shí)間段內(nèi)的投入與產(chǎn)出進(jìn)行評(píng)價(jià)，而不僅是某一個(gè)時(shí)間點(diǎn)上的評(píng)價(jià)，能夠較為全面地反映一個(gè)相對(duì)時(shí)期內(nèi)高校辦學(xué)效益的變化情況，可以體現(xiàn)或反映高校的發(fā)展過(guò)程及其積累，重視過(guò)程性。第三，高?？?jī)效評(píng)價(jià)是基于投入-產(chǎn)出理論的評(píng)價(jià)，既依據(jù)高校辦學(xué)的絕對(duì)“成績(jī)”和“效果”，更關(guān)注辦學(xué)的相對(duì)“效益”或“效率”。第四，高?？?jī)效評(píng)價(jià)是指向辦學(xué)資源配置與利用的有效性分析，不指向?qū)Ω咝５慕^對(duì)分等。
　　（二）基本方法
　　——運(yùn)用文獻(xiàn)分析法，專(zhuān)家討論篩選出最初的14項(xiàng)投入指標(biāo)和16項(xiàng)產(chǎn)出指標(biāo)，充分反映高校辦學(xué)在人力、財(cái)力、物力三方面的投入以及高校在人才培養(yǎng)、科學(xué)研究與社會(huì)服務(wù)三方面的職能（見(jiàn)下表）。[p=30, 2, center][table]

　　——運(yùn)用典型相關(guān)方法、聚類(lèi)分析方法再次篩選并確立指標(biāo)。典型相關(guān)法保證進(jìn)入評(píng)價(jià)的投入變量與產(chǎn)出變量之間存在顯著相關(guān)關(guān)系，滿(mǎn)足回歸分析的意義。聚類(lèi)分析法把“性質(zhì)相近”的變量聚在一起，使指標(biāo)更具代表性。聚類(lèi)分析前，會(huì)先將指標(biāo)進(jìn)行標(biāo)準(zhǔn)化處理，以消除指標(biāo)的量綱影響。
　　——運(yùn)用主成分方法計(jì)算投入綜合得分與產(chǎn)出綜合得分。先基于投入向量組和產(chǎn)出向量組的協(xié)方差矩陣，分別計(jì)算出各產(chǎn)出主成分與投入主成分的特征值及方差貢獻(xiàn)率，以方差貢獻(xiàn)率作為權(quán)重，得到產(chǎn)出以及投入綜合指標(biāo)得分，并進(jìn)行T分?jǐn)?shù)折算以使分值為正。
　　——運(yùn)用“產(chǎn)出/投入”數(shù)學(xué)模型計(jì)算績(jī)效。分別算出高校n年產(chǎn)出以及投入綜合指標(biāo)得分的算術(shù)平均值，代入“產(chǎn)出/投入”模型所得比值即為高校n年的績(jī)效得分。
    [b]4 績(jī)效評(píng)價(jià)的初步嘗試[/b]
　　為了使績(jī)效評(píng)價(jià)思想和方法不停留于描述層次，本研究對(duì)72所教育部直屬高校2006-2008三年的投入與產(chǎn)出進(jìn)行了績(jī)效評(píng)價(jià)的初步嘗試，數(shù)據(jù)來(lái)源為2006年、2007年、2008年的《教育部直屬高校基本情況統(tǒng)計(jì)資料匯編》。
　?。ㄒ唬┻^(guò)程與結(jié)果
　　1．篩選、確定與驗(yàn)證指標(biāo)
　　——運(yùn)用典型相關(guān)分析法去除了“鑒定成果數(shù)”指標(biāo)；經(jīng)過(guò)聚類(lèi)分析，“社科/科技活動(dòng)人員數(shù)”、“固定資產(chǎn)總額”、“國(guó)內(nèi)學(xué)術(shù)刊物發(fā)表論文數(shù)”、“發(fā)明專(zhuān)利授權(quán)數(shù)”指標(biāo)被去掉。至此，只有12項(xiàng)投入指標(biāo)和13項(xiàng)產(chǎn)出指標(biāo)成為確定指標(biāo)。
　　——運(yùn)用快速聚類(lèi)分析和主成分分析，對(duì)入選指標(biāo)所含信息量及對(duì)落選指標(biāo)的替代性進(jìn)行驗(yàn)證，結(jié)果表明，刪除指標(biāo)并未對(duì)樣本聚類(lèi)造成太大影響，且入選指標(biāo)包含了全部被選指標(biāo)的絕大部分信息。
　　2．測(cè)算高校績(jī)效得分
　　運(yùn)用主成分法分別計(jì)算出72所教育部直屬高校3年各年度的投入以及產(chǎn)出綜合得分，并用算術(shù)平均法算出3年整體產(chǎn)出綜合得分和3年整體投入綜合得分，代入“產(chǎn)出/投入”模型得到學(xué)校3年整體績(jī)效得分（其結(jié)果見(jiàn)右表）。
　?。ǘ┰u(píng)價(jià)結(jié)果的DEA方法驗(yàn)證
　　為了對(duì)基于“產(chǎn)出/投入”模型的高?？?jī)效評(píng)價(jià)結(jié)果進(jìn)行驗(yàn)證，我們沿用所確定的投入、產(chǎn)出指標(biāo)就3年數(shù)據(jù)對(duì)72所教育部直屬高校進(jìn)行基于DEA（數(shù)據(jù)包絡(luò)分析）方法的績(jī)效評(píng)價(jià)。結(jié)果發(fā)現(xiàn)：整體績(jī)效排序前20名的學(xué)校全為DEA有效學(xué)校，排序最后10名的學(xué)校中只有30%為DEA有效學(xué)校；DEA有效學(xué)校“3年整體績(jī)效得分”的平均值為0.4784，DEA無(wú)效學(xué)校的則為0.2544，經(jīng)過(guò)t檢驗(yàn)證明，DEA有效學(xué)校的3年整體績(jī)效得分顯著高于DEA無(wú)效學(xué)校。這說(shuō)明，基于“產(chǎn)出/投入”模型與基于DEA模型的績(jī)效評(píng)價(jià)結(jié)果具有較強(qiáng)的一致性。
　?。ㄈ┙Y(jié)果分析
　　高?？?jī)效評(píng)價(jià)能反映高校的發(fā)展效益，可以為高校資源的重新配置提供依據(jù)和參考。
　　1．績(jī)效評(píng)價(jià)與絕對(duì)評(píng)價(jià)的結(jié)果并非對(duì)應(yīng)。從絕對(duì)量得分（“3年整體投入綜合得分”、“3年整體產(chǎn)出綜合得分”）和績(jī)效得分來(lái)看，高校投入與產(chǎn)出的絕對(duì)量與績(jī)效評(píng)價(jià)之間并不一定對(duì)應(yīng)。產(chǎn)出絕對(duì)量或投入絕對(duì)量排序靠前的，績(jī)效排序不一定靠前。所以，絕對(duì)評(píng)價(jià)得分高的學(xué)校，績(jī)效評(píng)價(jià)不一定高，反之亦然。
　　2．影響高校績(jī)效的主要因素是資源有效利用。高?？?jī)效評(píng)價(jià)的嘗試發(fā)現(xiàn)：投入-產(chǎn)出與績(jī)效之間形成了兩大類(lèi)六種組合，第一類(lèi)是“高績(jī)效”，主要原因是資源的充分利用，表現(xiàn)為三種組合：高投入-高產(chǎn)出、低投入-高產(chǎn)出、低投入-低產(chǎn)出；第二類(lèi)是“低績(jī)效”，主要原因是資源沒(méi)有得到充分利用，也表現(xiàn)為三種組合關(guān)系：高投入-高產(chǎn)出、高投入-低產(chǎn)出、低投入-低產(chǎn)出。盡管分類(lèi)中的“高與低”只是相對(duì)而言，但仍然表明，績(jī)效的高低與投入-產(chǎn)出的高低不相對(duì)應(yīng)，績(jī)效偏高的高校不一定投入就偏高，即使投入和產(chǎn)出都偏高的高校也會(huì)出現(xiàn)績(jī)效偏低現(xiàn)象?？梢?jiàn)，影響高?？?jī)效的主要因素是資源的合理、有效利用。
　　3．高校績(jī)效呈現(xiàn)出地區(qū)差異，東部最高，西部次之，中部最低。東部地區(qū)高校的投入得分、產(chǎn)出得分和績(jī)效得分都高于西部和中部地區(qū)，西部地區(qū)高校的投入綜合得分低于中部地區(qū)，其產(chǎn)出綜合得分卻與中部地區(qū)高校差異不大，但績(jī)效偏高。
    [b]5 績(jī)效評(píng)價(jià)并非替代絕對(duì)評(píng)價(jià)[/b]
　　高?？?jī)效評(píng)價(jià)僅是為了驗(yàn)證績(jī)效評(píng)價(jià)思想和方法的實(shí)踐嘗試，仍需要作進(jìn)一步思考和改進(jìn)，以更好反映高校辦學(xué)的質(zhì)量和特色。
　　1．關(guān)于評(píng)價(jià)指標(biāo)。本研究采用的指標(biāo)雖經(jīng)過(guò)了主觀(guān)和客觀(guān)篩選，但在反映高校辦學(xué)質(zhì)量上可能仍有欠缺，如未采用核心期刊論文數(shù)和轉(zhuǎn)引數(shù)等指標(biāo)以及用方差貢獻(xiàn)率為權(quán)重，有可能會(huì)影響到一些學(xué)校的績(jī)效結(jié)果。
　　2.關(guān)于評(píng)價(jià)方法。本研究采用綜合投入產(chǎn)出法及“產(chǎn)出/投入”這一相對(duì)簡(jiǎn)單的模型，僅把DEA方法作為驗(yàn)證方法使用。由于高校不同于企業(yè)，其投入、產(chǎn)出的邊界以及兩者的依存性相對(duì)模糊，運(yùn)用此方法和模型有可能忽略掉不同高校在某些投入或產(chǎn)出指標(biāo)上的特色或優(yōu)勢(shì)，進(jìn)而會(huì)對(duì)該校整體評(píng)價(jià)結(jié)果產(chǎn)生一定影響。
　　3.關(guān)于評(píng)價(jià)數(shù)據(jù)。本研究選用了3年的數(shù)據(jù)，雖有一定的代表性，但還不足以完全反映高校的實(shí)際成效以及體現(xiàn)高等教育產(chǎn)出的滯后性特點(diǎn)。其中中國(guó)石油大學(xué)、中國(guó)礦業(yè)大學(xué)、中國(guó)地質(zhì)大學(xué)雖都是分為兩個(gè)校區(qū)的大學(xué)，但由于在一些指標(biāo)上的數(shù)據(jù)難以分離，只能將6校合為3校，評(píng)價(jià)的結(jié)果難免略顯粗糙。
　　4.關(guān)于分類(lèi)評(píng)價(jià)。不同類(lèi)別的高校發(fā)展具有不同的發(fā)展定位和階段特征，其發(fā)展的重點(diǎn)、方式和渠道也會(huì)不同，必然會(huì)表現(xiàn)出投入或產(chǎn)出的不同優(yōu)勢(shì)與特點(diǎn)，但本研究并沒(méi)有對(duì)高校進(jìn)行分類(lèi)，也就不能很好地體現(xiàn)不同高校的辦學(xué)特色。
　　高?？?jī)效評(píng)價(jià)的嘗試說(shuō)明，囿于方法、模型、數(shù)據(jù)的相對(duì)簡(jiǎn)單和不充分，績(jī)效評(píng)價(jià)嘗試的結(jié)果可能還欠穩(wěn)定，需進(jìn)一步研究和長(zhǎng)期追蹤。
　　總的來(lái)說(shuō)，基于投入-產(chǎn)出理論的高?？?jī)效評(píng)價(jià)可以反映高校的資源利用情況，為高等教育資源的重新配置發(fā)揮作用；作為高等教育評(píng)價(jià)方式的一種，高?？?jī)效評(píng)價(jià)并非是替代現(xiàn)有的絕對(duì)評(píng)價(jià)，而只是對(duì)它的補(bǔ)充和豐富。
